May 2026 graduates Seth Dickinson and Joe Maxwell have received this year’s Jim Harris Memorial Scholarship. Established in 2002, the scholarship honors the memory of Jim Harris, the planning program’s first chair, and recognizes students or recent graduates who exemplify a commitment to community service and passion for social justice.
This year, several students were nominated for the award, reflecting the values, service, and excellence demonstrated across the School of Planning and Public Affairs’ (SPPA) student body. Among the nominees, two students stood out for their exceptional dedication to service: Seth Dickinson, who earned a master’s degree in public affairs, and Joe Maxwell, who earned a master’s degree in urban planning.
Seth was recognized for his outstanding commitment to building community within SPPA and applying his academic work to public service. During his time in the program, he helped revitalize the SPPA Student Association by creating meaningful opportunities for connection among students through events such as coffee hours, social gatherings, and community-building activities. Seth also served as a thoughtful advocate for his peers, helping elevate student concerns and strengthen relationships within the program. Beyond campus, Seth partnered with the Johnson County Food Policy Council on a GIS project examining food insecurity in Lone Tree, Iowa, helping local leaders better understand gaps in access to healthy food. Through both leadership and service, Seth has demonstrated a strong commitment to supporting others and strengthening communities.
Joe Maxwell was recognized for his exceptional leadership, academic dedication, and commitment to Native American policy and advocacy. As president of the University of Iowa Native American Student Association, Joe successfully revived the organization’s annual Powwow, helping create an important space for cultural celebration, education, and community connection. His leadership required extensive collaboration, organization, and cultural stewardship, strengthening ties between the university and the broader Indigenous community. Beyond campus, Joe dedicated significant time to the Great Plains Action Society, contributing to grassroots organizing and policy discussions focused on advancing social justice within Indigenous communities. Through his advocacy, leadership, and service, Joe consistently demonstrates a deep sense of purpose, compassion, and commitment to meaningful change.
The accomplishments of Seth and Joe reflect the spirit of the Jim Harris Memorial Scholarship and the values that continue to shape SPPA’s students and graduates. The school is grateful to the Harris family for their support of the scholarship and its mission to honor Jim’s legacy of service and social justice.
