My research interests are in public finance and public policy. Public policies I have examined include property tax limitations and their repeal, COVID-induced all-mail school budget elections, education finance reform, home rule, closing of public schools and military bases, Iowa statewide penny sales taxes, and tax increment financing (TIF). In my teaching, I expect students to be active members in all class activities.
